Billboards are indeed illegal in DC. The problem is the definition of billboard is circa 1930 and new fiber/printing technologies circa 2000 allow for giant billboard-sized banners that by DC's strict definition of "billboards" are not actually billboards.  That's why these giant signs are all over town: they're not technically billboards.</description>

		<description>Seriously?  No more billboards?  I liked them.  Made it seem like we were a real city that advertisers cared about---am I the only one that finds the advertisements on the metro for helicopters and such to be totally irrelevant?</description>
